Iraks massförstörelsevapen

SvD publicerade idag en debattartikel författad av Storbritanniens förra utrikesminister Robin Cook. Han menar, helt kort, att Storbritannien lurades in i kriget och att USA:s tal om Iraks massförstörelsevapen enbart var ett spel för gallerierna. Han stöder detta bland annat på ett uttalande av Wolfowitz, USA:s vice försvarsminister. Cook skriver:

Wolfowitz har nu avslöjat: ”Av byråkratiska skäl valde vi massförstörelsevapen för det var den enda fråga alla kunde enas om.”… Som Rumsfeld kanske skulle ha uttryckt det; vi blev totalt blåsta.

Men detta är verkligen att vantolka Wolfowitz. Det han egentligen har sagt är följande:

The truth is that for reasons that have a lot to do with the U.S. government bureaucracy we settled on the one issue that everyone could agree on which was weapons of mass destruction as the core reason, but there have always been three fundamental concerns. One is weapons of mass destruction, the second is support for terrorism, the third is the criminal treatment of the Iraqi people. Actually I guess you could say there’s a fourth overriding one which is the connection between the first two. The third one by itself, as I think I said earlier, is a reason to help the Iraqis but it’s not a reason to put American kids’ lives at risk, certainly not on the scale we did it. That second issue about links to terrorism is the one about which there’s the most disagreement within the bureaucracy, even though I think everyone agrees that we killed 100 or so of an al Qaeda group in northern Iraq in this recent go-around, that we’ve arrested that al Qaeda guy in Baghdad who was connected to this guy Zarqawi whom Powell spoke about in his UN presentation.

Wolfowitz menar alltså att det fanns tre avgörande motiv för invasionen av Irak; massförstörelsevapnen, kopplingen till terrorism och den brutala behandlingen av Iraks folk. Av ”byråkratiska” skäl valde den amerikanska administrationen att fokusera på det första men det innebär ju inte att detta eller övriga skäl saknar giltighet. Efter att ha läst hela intervjun med Wolfowitz förstår jag ännu mindre hur Cook kan skriva som han gör, om han är en ärlig man. Wolfowitz tar flera gånger upp hur attackerna den 11/9 påverkat det amerikanska tänkandet och hur man ville ta krafttag mot terrorismen och förhindra att USA utsattes för än mer förödande anfall. Mot bakgrund av den 11/9 är det verkligen magstarkt att påstå att den amerikanska ledningen medvetet lurat sina allierade om det hot Irak utgjorde.

Men visst är det ett problem för USA:s trovärdighet att inga massförstörelsevapen har hittats. New York Post skrev häromdagen om detta:

_Notice how you don’t see any of the governments that opposed the use of force saying: ”I told you so.” That’s because no one disagreed that Saddam had an arsenal of WMD. In fact, in the fall of last year, the U.N. Security Council voted unanimously that Baghdad had WMD and must disarm…
The United States is using several hundred inspectors to look at 900 suspected sites covering a territory the size of California. About 1,000 more analysts and investigators are on the way. Beyond likely sites, Saddam could have simply poured the WMD into dirt in the vast Iraqi desert in the middle of the night. And until you find that spot, the chemicals or biological pathogens would go undetected. Finding WMD under these circumstances is hardly an easy task.
  _ Yes, the war was about WMD – and a whole host of other strategic issues, including Saddam’s megalomania, the free flow of oil and the war on terror. We’ll solve the WMD puzzle, but it may take some time.

Det är för tidigt att uttala sig om huruvida hotet från Irak var verkligt eller ej. Det tar tid att finkamma ett land som Irak. Vi ska heller inte glömma att FN flera gånger uppmanat Irak att visa att man förstört sina lager av kemiska och biologiska vapen. Iraks samarbetsovilja var den slutliga krigsorsaken.
